Senior Board Members
Mary Ellbogen Garland, President and Chair - Mary has taken the lead for a statewide Initiative in support of National Board Certification for Wyoming teachers and is giving focus to the Wyoming Early Childhood Partnership/Wyoming Kids First Initiative. She is a director on the Ruth R. Ellbogen Foundation Board. She serves on the University of Wyoming College of Education Advisory Board (honorary member), University of Wyoming Arts and Science Board of Visitors, Laramie County Community College, Albany Campus Advisory, Cathedral Home for Children Board, and as field support for the Jason’s Friends Foundation. The focus of her work is in education and for the benefit of children. Mary has a marketing degree with a minor in finance from the University of Wyoming and is a Leadership Wyoming graduate, class of 2001. She was awarded the degree - Doctor of Laws, Honoris Causa - from the University of Wyoming in 2009.
Martin Ellbogen, Board Member - Dr. Ellbogen is a Wyoming native born and raised in Worland. He received a Bachelor of Science degree at the University of Wyoming and a medical degree at Creighton University School of Medicine in Omaha, Nebraska. Following graduation from medical school, he continued his medical education as a naval officer at the U.S. Navel Hospital in San Diego, California. He complete his naval service as a medical officer aboard the aircraft carrier the USS Ticonderoga. Upon discharge from the navy, he received an additional year of training at a general practice residency in Santa Cruz, California. In 1960 he began his private practice in family medicine in Casper and then retired in 1996. Since retirement, he has continued a part-time practice as medical director of a long-term care facility in Casper.
Rae Lynn Job, Vice-President - Ms. Job graduated from the University of Wyoming with a M.S. in Speech/Language Pathology in 1975. She has thirty-four years of experience and professional growth in Wyoming’s public schools. Ms. Job has twelve years of service in the Wyoming State Senate. She has had six years of service with the Wyoming National Board Certification Initiative, as well as serving as a partner in Solution Designs INK, LLC, an educational consulting group that creates innovative curriculum and designs and conducts program evaluations. She has one daughter, Heather, who is married to Brian Bushey and together they are the parents of Preston and Carston Bushey.
Theresa Ellbogen, Secretary - Ms. Ellbogen is a member of the John P. Ellbogen Foundation and the Ruth R. Ellbogen Foundation. She has worked in the golf industry for the last 10 years. She is also an assistant coach for cross country at Boulder High School. Ms. Ellbogen is in her eleventh year as a Nordic ski instructor with the National Sports Center for the Disabled in Winter Park where she works with physically and mentally disabled, as well as groups of youth at risk. She received a B.A. in Business/Economics from Colorado College and an M.B.A. from the University of Colorado. She says, "My work with the foundation is an incredible gift and privilege."
Spencer Garland, Board Member - Mr. Garland was born in Phoenix, AZ. and moved to Wyoming when he was just 5 years old. He attended elementary and junior high school in Laramie, and then graduated from Hawaii Preparatory Academy in Waimea, HI. Mr. Garland then attended the University of Wyoming and obtained his B.S. in Mechanical Engineering in 2011 followed by his M.S. in Mechanical Engineering in 2012. He graduated with honors in both degrees and was a proud member of Tau Beta Pi Engineering Honors Society. During college, Mr. Garland worked as an engineering tutor for 6 semesters where he enjoyed the opportunity to help others in mathematics and science. In 2011 he became a member of the John P. Ellbogen Foundation. Mr. Garland started his career with Basin Electric Power Cooperative at the Laramie River Power Station in Wheatland, WY as a Mechanical Engineer. He is currently employed at Tri-State Generation & Transmission Inc at Craig (CO) Station specializing as a Turbine Engineer.
Sally Schwartz Belcher, Board Member - Early in her career, Sally applied her B.S. in Business Administration from the University of Nebraska by working as a national bank examiner, a landman for Gulf Oil, and in marketing and lending in the savings and loan industry. Later, Sally entered the nonprofit world as Executive Director for the Wyoming Chapter of the American Academy of Pediatrics, then as Business Liaison for CLIMB Wyoming and also an avid volunteer for Wyoming’s ‘We the People’ constitutional civic competence and responsibility program. Sally recently completed her four-year yoga therapy training and is a certified yoga therapist for the Wyoming Medical Center NERD Health & Wellness Program. She currently serves on the Casper College Foundation and the Wyoming Symphony Orchestra boards.
She and her husband, Jim, lived in Casper before Jim attended law school. They moved to Cheyenne where they lived for 27 years while raising their two children, Katherine and John. Sally and Jim returned to Casper in 2014.
Upon joining the John P. Ellbogen Foundation Board, Sally reflected, “When I recall all of the relationships my family and I have had with the Ellbogen family, I feel a sense of kinship with you and am sincerely honored to be asked to join your Board.
Kent Noble, Board Member - Kent is the Bill Daniels Chair of Business Ethics at the University of Wyoming College of Business. Kent has a rich background in higher education, college athletics, and the television/film industry, as well as a passion for working with students and business leaders on a local and national level. His responsibilities at UW include: teaching undergraduate and graduate students, serving as a resource for Wyoming businesses and the state’s community colleges, developing nationwide visibility for UW’s business ethics initiatives, representing the College of Business in the Daniels Fund Ethics Initiative Consortium.
Most recently, Kent was the Executive Director of the Center for Cowboy Ethics and Leadership. In this capacity, he worked with former Wall Street executive and best-selling author James P. Owen to help oversee and deliver the Center’s various ethics offerings for corporate clients and youth organizations. For his outreach efforts, Kent has developed a series of engaging ethics presentations which he delivers to diverse audiences. To date, he has conducted well over 200 sessions for business, government, and community leaders. In total, participants representing all 50 states and 20 countries have enjoyed his talks.
Kent earned his B.S. degree in Broadcasting at the University of Wyoming and is also a graduate of Leadership Wyoming.
He and his wife, Leslie, have three school-aged children, Lindsey, Tate, and Ella.
Bill Beasley, Board Member - Bill was the second child of Jim and Alice Beasley, born into the world at Natrona County Memorial Hospital back when Dwight Eisenhower was president, the oil price was $4.59/bbl, and the Soviets were a year away from startling the USA with Sputnik. He was given the best shot at everything in the environment of a hard-working, middle class American family. He lived a life without want.
Since 1979, Bill has been continuously engaged in the oil-and-gas industry, which has taken him to assignments in ten different countries outside the USA, several of them more than once. He lived in these countries for approximately 22 years of his adult life. He currently resides in Texas, the nexus of heat, humidity, and industry which meets the needs of both his career and his wife’s climate preference.
Education - Kindergarten through Fourth Grade: Crest Hill Elementary - walked through the snow uphill in both directions….an inside joke to those that know. He attended fifth and sixth grades at Westwood Elementary. He was awarded "Outstanding Male Student" at Cy Junior High; Election hacking was never proven. Bill graduated from Natrona County High School, Class of 1975. He earned B.Sc. in Petroleum Engineering from Colorado School of Mines, 1979.
Bill has been married since 1998 to the former Ms. Romaine LeGrand, a Christian from the tropical, primarily-Buddhist island of Sri Lanka. Blessed by events to call Naveen Beasley son, a son that has continuously honored his parents with achievements in every field.
Thanks to the Wyoming upbringing, Bill has always enjoyed outdoor activity, be it for work or pleasure. Tennis became a Beasley household activity, and has brought many opportunities for making friends and maintaining fitness. Current family ranking: #3.
Rod Moss, Advisory - Mr. Moss graduated from University of South Carolina with B.S. in Business in 1950, and he was simultaneously commissioned as Second Lieutenant, U.S. Marine Corps. He served in the Korean and Viet Nam wars and served in various Command and Staff Assignments including teaching military science at the University of Kansas. He attended military professional schools and completed selected graduate courses at George Washington University on Public Policy. Upon retiring from the Marine Corps in 1979, he was employed by John P. Ellbogen for a business venture in Hawaii to explore for and develop geothermal energy for generating electricity for Hawaiian Electric Company. In that capacity, Mr. Moss served as Vice-President for Mid-Pacific Geothermal, Inc., until 1992. He began collaborating with Mr. Ellbogen in 1997 to pursue Mr. Ellbogen’s interest in improving public schools in Wyoming. They created a pilot program— the first in the State—in Natrona County High School to provide incentives for teachers to become a National Board Certified Teacher and to develop a curriculum for the student International Baccalaureate Degree Program.

Steve Ott, Treasurer - Mr. Ott received his B.A. in Accounting from the University of Wyoming in 1975. He has been a Certified Public Accountant since 1976 and employed by John P. Ellbogen and successor companies since 1980.
